The package needs to get to the foreman at El Matadero. Head over to Nosalida which is an active gang hideout. The package is on the docks in the rear. You can clear the gang hideout or just kill a few along the north side to get to the docks safely and save time. When you get to the docks walk over to a small chest and open it. You will get some money and the package.
